actually, i am trying to set the rules to give notification message in MS teams, when issues are blocked.

could you provide more info? I think you are asking for the following but not sure...

If a link is added to an issue of type "blocked" (and maybe blocked by ?) then send a message to Teams.

is this correct? Now I don't get the part about project restriction. Certainly you can do this.
