I would like to create a new project under Jira Service Management Cloud reusing most of the items of an existing project. Is there a way to duplicate a project, so we don't have to recreate everything from scratch?

You can create a new project that shares its configuration with another project. However, it is limited when it comes to JSM projects.
You would still need to create new request types, SLAs, add desired customers, etc.
But in terms of issue types, screens, schemes, workflows, those will be shared with the original project so it can still save you quite a bit of time.
