I would like to ask if how to turn on automatically the "Notification On" in Help Center(Customer Portal). I need this from "Notification ON" automatically not "Notification OFF". So the Customer can received the email notification in any happened to the ticket.

you can choose the notifications your customers receive in project settings -> customer notifications.
The notification settings inside the portal should be turned on by default. If your customer is also agent, you need to change the settings to send out both notifications: the Jira notification scheme and the custome rnotification scheme.
To do so, go to Jira administration > Applications > Jira Service Management > Configuration and select Yes.
