Currently, the tables in JSM/Proforma are static and can appear somewhat clunky.
It would be incredibly beneficial if we could have a dynamic table/grid editor that allow users to add rows while maintaining the same columns.
Not sure if something like this is possible, but it would be awesome if there was some flexibility like this!
Would love to try and implement or do myself if this is also possible.

Welcome to the community. You need to submit a formal request to Atlassian Support (https://support.atlassian.com) for this enhancement ask for the "FORMS" component.
I do know that if you have Scriptrunner for Jira add-on )https://marketplace.atlassian.com/apps/6820/scriptrunner-for-jira?hosting=datacenter&tab=overview), then you can use their Behaviors component functionality to setup table like feature for your Paragraph data type field (if Wiki Style Render is enabled in your project's fields configuration scheme), then you can use Wiki markdown language syntax to create the field's template -
Example -
||Part#||Item Description||S/N||Weight||Dims||Value||
| | | | | | |
| | | | | | |
| | | | | | |
| | | | | | |
| | | | | | |
In the Jira Issue Create Screen UI (example), the field will display the default template in the table like display -
