Is it possible if we could get a documentation guidelines for system admin, on setting up the user roles.

Welcome to the Atlassian Community!

For most organizations, using default project roles is usually sufficient. However, you can create additional project roles according to your specific requirements. I recommend referring to Manage Project Roles documentation on this matter.
