Hello,
We have blocked user comments for closed tickets, So we would like to show some thing to the customer saying
"You cannot Comment or Reopen the Closed ticket, Please open the new ticket".
So any banner or alert display for the closed tickets would be helpful

Use a Jira automation to add that message as a public comment on the ticket when it is transitioned to closed.

You can add an automated comment when issue is transitioned to Closed status.
Alternatively, if you have a Script Runner add-on, you can add script fragments.
