Can we set access customer permission to a specific project? 

because on my jira setting just only.

1. Customers added by agents and admins

2. Anyone with an account on https://29022131.atlassian.net 

We want to make special settings for external domain accounts to only have access to only the project they are aiming for. and they can't open access to other projects. is it possible ?

Yes, this is possible.

But this is a project-level configuration.

In projects where these people from external domains cannot open tickets through the customer portal, the permissions of customers must be changed.

Go to "Project Settings";
Click on "Customer permissions"
Make sure the "Service Project Access" option is checked with the "Customers added by agents and admins" option.

If this option is checked, you just need to avoid adding these external domain customers as a customer of this project. But if the option checked is "Anyone on the web", you will need to change this. Because this option allows any account created in the Jira Service Management framework to create issues through this portal.
