fixversion already archvied while can be selected by most developers, why?

hi admin:

please do help, facing issue with fixversion. The fixiversion is already archived and I can not choose it anymore (my role is release manager), while many developers are able to see this fixversion even after it's archived.  I found this issue in several of the version arleady and it highly impact my work. can you please help check why this happened ? thank you.
