is there a way to display all changes that have a change start/end date within the same window

In JSM, When creating a Change/request from portal, is there a way to display all changes/requests that have a change start/end date within the same window as this new change's change start/end time?

Here, change start date and end date are date custom fields.. 

This would be for all status changes, for users to easily see which changes are already in queue for the same time to identify potential conflicts

We want to populate it something similar to populating knowledge base article..

Please clarify if you have included these custom fields on the Portal page.

What do you need to do with the start date and end date? Do you want the dates to be automatically set based on the issue type that is selected in the Portal or is it to be manually set?

I assume that when it is nearing the end date if the issue is not resolved, the priority is to be increased. Is this correct?
