reactivate disabled org admin

Hello we have an issue with org admin
we need to change org admin but the user that had that role is not at the company anymore, and we have activated his account in hope that it would be active in Jira again so that we could change the Org Admin.

but it never activates and it seems that i can't activate it manually (Site admin).

how can we get past this so we can move the access to another user?
