Whenever I try to set the Jira Service Desk automation default user, the list possible users is always blank.
This is on a sandbox test project. I'm set up as site-admin, jira-admin, Admin role and Service Desk Team role on the project, and team lead on the project. The permission scheme has all permissions opened up for all Admin role members, so I should have the required permissions to execute specific rules.
Even with all of this, I can't set up myself, or anybody, as the automation rules default user. It just shows "The selected user has been deleted." and the dropdown of possible users is always empty.
Is there something I'm missing, or is this a bug?

The error message seems to be weird.
Even though you mentioned you are part of "Service Desk Team" role, there could be a chance where you are not part of agent group (usually this will be "jira-servicedesk-users"). Could you please check if you are part of that group?

Yes, I am a member of the jira-servicedesk-users group, as well as administrators, jira-administrators, jira-software-users, confluence-users, and site-admins.
