There is a group called "jira-administrators".
They are member of the global rights "JIRA Administrators", but they cant access user management?
My story:
- we have Jira Service Desk Licenses and Jira Software Licenses
- the Jira Software team does not need Jira Service Desk licenses, but there are two software developers who should be able to set up developer users on their own
- if I grant them access to the group "administrators" they always use "Jira Service Desk" licenses...

Go to Applications -> Application Access. the group "administrators" must be one of the groups, which memebers become Service Desk Agents. Remove the group and Service Desk Agent role will be revoked from all users in the administrator group.
