Trying to Automate blocking a status transition until Zephyr Cycle is added

Hello! My QA Team is trying to automate their workflow statuses, but they want to BLOCK a status transition from status A to status B if there is no Zephyr case/cycle associated with the issue in Jira. I cannot find an out of the box way to do this, so I am hoping someone can help! Any ideas?

We don't currently use script runner, so we would like that to NOT be a solution (or the last possible solution). We are open to using the API, but not sure how to do that. We checked Zephyr documentation and found very little on how to do this.
