Approvers user list problem

Hi!

I need help with approver custom field. For me like administrator I can see user list from our Azure AD but other users when they create ticket can not see user list to choose user. more info on the pictures

Do the affected users have the global permission Browse users and groups?

Browse users and groups

View and select users or groups from the user picker, and share issues. Users with this permission can see the names of all users and groups on your site.
