You can't as its locked to system administrators.
When I have this requirement I use a two step process with soft archiving through permissions and hard archiving (system archiving as you are doing now)
System Settings
Soft Archiving
- Has an Archive Permission set to only show issues to Archivist and Admininstrator, edit, transition and other permissions is removed but of course you can set this to whatever your requirements are.
- Admininstrator can add more people to the archivist role
- Using default permissions sets all throughout except screens, which show all fields that exist in my system (This allows me to remove any specific settings for the project)
Process
- Look for projects that have not been used for X amount of months (no new update/created issues)
- Project owner is asked if project can be archived and if anyone requires access, if someone requires it then only soft archive and persons that require access is added to Archivist role.
- After X amount of months re-check and see if hard archiving is possible.
