I am trying to get a triggerIssue.reporter 's organization information including custom attribute of the organization in a Service Manager Automation, using a combination of Trigger Issue Object, and Send Web Request actions (unless there is a away to achieve this with Smart Values and there is no need to use the Send Web Request to the Service Manager API?

I think there's no way to currently get that information without using REST API calls/web requests.
