I would like an OpsGenie incident to be automatically created when a JSM incident (submitted via a service portal request) is created with a certain priority level, or based on some other filter condition.
I cannot find an automation that allows me to do this. Have any of you configured this?

If you configure a webhook, you can edit the JQL and what triggers the webhook / integration. For example:
^ Only P1 Blocker issues created under the ABC project would trigger this webhook.
