Not able to change the Request Type for the closed issues

Hello, 

I am trying to change the " Request Type" for a closed issues however I am getting the error message stating " The value could not be saved ". It works on the issues which are not closed. I tried for other projects and it works. Any idea why this one does not work? This is the request type which associates with this issue type. Thank you.
