Please share your experience of what solutions exist for integrating Jira Server / Data Center instances with external IT infrastructure monitoring systems.
I know that the cloud version of Opsgenie has a lot of built-in integrations, for example with Zabbix, Prometheus, PRTG, and other SIEMs. But our company has no plans to migrate to the cloud yet and will continue to use the server version of Jira and Jira Service Desk.
I would like to know what tools and best practices are available for Jira (Server / Data Center) to manage incidents originating from external systems (3rd-party systems).
As say @Daniel Ebers - the Opsgenie Edge Connector (OEC) could help to set actions for alerts from intranet systems. All collected data will be sent into an OpsGenie, where you will manage the events. And the internet access (in this case) you should provide only for EOC, but not for your internal systems.

PULSE - Monitoring and Alerting for Jira by CoreSoft Labs - it's the free add-on, which could help you to check your status of network services at the selected interval (it's will not help with events, which send from other systems, but you could review the heartbeat of your IT Systems) automatically visualize the actual system status by your systems and web-sites.
Prometheus Exporter for Jira - will help you with Prometheus integration with Jira (if you use such EMS) and this add-on is working on your On-premise Jira without public access.
If you change your mind and chose the OpsGenie for your needs - please note that for Automated Opsgenie Actions - you will need the Standard (or higher) OpsGenie plan. You will not able to create the Jira tickets natively with a "Free" or "Essentials" plan.
I think the answers to this questions may vary a lot depending on where you currently stand (what the management told they want the infrastructure to have it like) but also what you are willing to change (long-term, probably).
It will depend if you are only considering Opsgenie or are looking for alternatives (for example you will see that Opsgenie ist cloud-only - will you accept it and use it or will you look for something on-premise?).
It will also depend if it means your infrastructure is not internet-facing by any means (such infrastructure exists, mostly for a good reason). Some infrastructure at least can talk to the outside world (internet) via a proxy. Others make the move to cloud (even companies which 1-2 years ago said they would never do it).
So it will all depend on what you are actually have to plan with. In case you stay on-prem with no (proxy-) connection to the internet the options will be limited.
There are integrations for Opsgenie to speak with the internet even without direct connection, OEC, but some kind of connection - obviously - will be needed.

In case the ask if for a solution without Opsgenie then you only could access REST API of Jira - again, this needs some kind of access to the API - and also here, probably through some kind of proxy.

Just to be clear, you're looking for something because your Jira, Confluence, monitoring systems and other servers have no internet access, so they can't use Opsgenie? It'll be an internal self-hosted system also with no internet access?
