I am working on creating custom issue types for change control management requests which do not use " Request Type" field at the create an issue screen.
How can I remove " Request Type" field from the create an issue screen for the specific-custom Issue types? Is there a way to eliminate it?

The short answer is that you cannot remove that field. If you are in a JSM project that field will aways be present.
